Number-only: the parent search (search.childcarechoices.me) is an address/ZIP map search with no name field, so name-only claims are insufficient_identifiers. Family Child Care in the claimant's name or the printed Owner Name → verified; organisation otherwise → ambiguous_match; another person's home → discrepancy.
