Cancelling a verification

Board and dataset checks finish in seconds and cannot be cancelled. Employer outreach, registrar outreach and slow partner sources can run for days; cancel when the candidate withdraws or the requisition closes.

What changes

The verification's status becomes cancelled and completedAt is set.
Every claim that was still pending (and every pending part of a composite claim) becomes unable_to_verify with reason cancelled.
Claims that already had a final verdict keep it, with their evidence.
Open outreach jobs are closed; no further emails, faxes or calls go out for this verification.
A verification.updated webhook carries the cancelled object.
Cancelled claims are not billed. Claims that had completed before the cancel are.

Errors

Code	HTTP	Meaning
`already_complete`	409	Every claim was already final. Nothing to cancel; the report stands.
`already_cancelled`	409	Cancelled earlier. The call is not idempotent by design so you notice a double cancel.
`verification_not_found`	404	No such id on this account.
